The VMICC Board meeting was called to order on July 3, 2000 at 7:35pm. Present were Linda Wilks, Winifred Harrison, Carol Fulmer, Stan Merrell, Duncan Harrison, Jack Harrison, John Gerstle, May Gerstle (Board Member), Harvey Pegues, Jake Jacobovitch (Board Member), Anne Woodward (Board Member), Cliff Goodman (Board Member), Joshua Putnam (Board Member), Willem Maas (Board Member), Jim English (Board Member), Sally Fox (Board Member). Also present were Tim Nord (Dept of Ecology), Dawn Hooper (Dept of Ecology ), Ngozi Oleru (King County Dept Public Health) and Caren Adams (King County Dept Public Health). David Vogel(Board Member) came later. Several citizens were concerned about speeding cars on the stretch of Vashon Highway just south of Burton. Jake Jacobovitch referred them to Willem Maas, Chair of the Transportation Committee. Willem agreed to put their concerns on the agenda of the next Transportation Committee meeting and to invite appropriate officials (from KC Roads and Sheriff's Dept) to talk to them. Tim Nord gave a presentation defining the scope of the Vashon/Maury Island arsenic and lead study which the King County Department of Public Health will be conducting for the state Department of Ecology. Tim also proposed a public meeting for July 13 to inform the public of the following issues and activities and invite comments on how to procede with the study. The issues include: Scale of contamination: Vashon-Maury Island and parts of Kitsap and King County Extent of contamination (soil, air, water) Effects on the health of residents of Vashon-Maury Island Possible solutions, alternatives and options (removal of contaminated dirt, capping, doing nothing) Involving the public in the information gathering and decision making process Many government agencies will be involved Current activities include: Working with King County Dept Public Health on a work plan King County Dept Public Health is obtaining a grant for $1.5 million to fund the study Demographic survey of the study area Survey of mortality and morbidity rates of the study area Plan for public participation Determining other sources of arsenic on island (pesticides) A question was asked about the role of King County Dept Public Health in the study. Tim Nord stated that the county is acting as an agent to DOE and will be conducting the surveys, the sampling and facilitating public involvement. May Gerstle commented that the July 13 meeting had not been publicized and that 10 days is too short a time to publicize such an important meeting. Tim decided to postpone the public meeting until the end of July to allow for better promotion. May Gerstle proposed a motion to nominate a representative from the VMICC to the Ground Water Management Committee, part of the Surface Water Management program. A discussion ensued of the proper process to select this representative. It was decided by consensus to follow the same selection process of nominations to fill vacancies on the VMICC Board. Jake will place a notice in the Beachcomber soliciting nominations and requesting a resume and letter of interest. Nominations will close on July 15 when the Board meets at 10am at Vashon Library to review the candidates. The Board will select a candidate who will then be ratified at the VMICC meeting on July 18. Jake also referred the issue of the nomination process to the Governance and Policy Committee for further review. There was discussion of the Board's roles and responsibilities as an advisory committee to the VMICC. It was felt that the community at large does not understand the role and function of the VMICC and the Board and more outreach needs to be done. Elections of officers to the vacant positions of Vice-President and Secretary was next on the agenda. David Vogel was elected Secretary by a 5-2 vote. Jim English and Anne Woodward were nominated for Vice-President. The first vote was 4-4 with one person abstaining. Anne was elected on the second vote by 5-3. May Gerstle agreed to continue to provide refreshments at the general meeting. July 18 VMICC meeting Agenda items: 1) Mark Buscher from King County Solid Waste will discuss the 20 year solid waste plan 2) Ratification of the VMICC Executive Board selection to fill the VMICC Stakeholder position on the KC Ground Water Management Committee. 3) Funding request of up to $250 for printing an informational flyer on hunting rules and regulations (Rick Frye) 4) Willem spoke about I-745 and the dangers that it poses to our ferry service if it passes. He asked that the issue be placed on the agenda to give direction to the Transportation Lifeline Committtee and inform the community. May commented that it would be better to have speakers from both sides of I-745 to provide a balanced discussion. Sally volunteered to locate pro and con speakers on I-745. Willem objected, feeling that I-745's threat to the island's ferry service is obvious and he would not support giving a forum to opposing views meant to do this community harm. The meeting adjourned at 9:30pm.
