MINUTES, VASHON MAURY ISLAND COMMUNITY COUNCIL Board Meeting September 2, 2003 - Vashon Youth and Family Services Meeting Room Approved 10/6/2003 Gayle Sommers called the meeting to order at 7:15 PM Board member present were Gayle Sommers, Jack Barbash, Marilyn Omey, Yvonne Kuperberg, Dan Schueler, Jolene Lamb and Joan Sells Gayle welcomed Melvin Mackey, our guest at the meeting. Minutes. Minutes from the previous meeting not available for perusal. Agenda. Agenda was accepted with the addition of the proposed bylaw changes and Joan's request to add an item about NERO. Yvonne wanted the word Executive dropped from the title of the agenda. Budget. Jolene Lamb said that there was no change in our current account, since Bong Sto Domingo was still on vacation. Jolene proposed a change by our insurance agent, moving our account from Griffin Mclean to MIG, the McDonald Insurance Group. Discussion Melvin Mackey was here to discuss the proposed bylaws amendments. He presented the documents that the Governance and Policy Committee has prepared for presentation at the September 2003 General Meeting. We discussed the Vacant Board Position Amendment, then the Age Limit Amendment. The Governance and Policy Committee has met a number of times in the past couple of months to create the documents and reports that will be presented at the September general meeting. Vashon Disaster Preparedness - we discussed the appointment last month of Joan Sells and Marilyn Omey to the committee, just to affirm that we had appointed them at the August Board meeting. Joan Sells then gave us an overview of her planning for the NERO part of the Committee's plans. Her suggestion was that we start with the maps in use by a couple of the real estate companies on the island, a map dividing the islands up into 1 mile squares. She suggested trying to find a coordinator for each of the 52 segments. Other ideas were discussed as well, including Jack's idea of dividing the islands by watersheds. Dan and Jack will put together a map based on natural boundaries, such as watersheds. The map will be given to Joan and Marilyn as a prototype. September Transportation Forum? Apparently nothing has happened to organize such a forum, so it could be that the issue will be put off for a while. It will be dropped for now. We will hope to discuss the Critical Areas Ordinance at the October meeting. October Forum with Joanne Jordan - October 13, a Monday. Hopefully at the High School Commons, in the evening. The board has previously approved the honorarium for Joanne Jordan. Vashon Disaster Preparedness might be willing to co-sponsor the event. The Vashon Firefighters' Association might also be willing to help with the forum, Jolene will ask them. Gayle will draft a letter asking for assistance. VMICC Committees - Gayle Sommers wanted us to discuss some of the things her husband saw at a meeting in Port Townsend. She had a feeling that we were missing representation from significant sectors of our community; that is that the economic interests of islanders are under-represented. Jack thought that the Land Use Committee might adequately represent those interests. Marilyn thought that the Transportation Committee also had an interest in economic issues. Marilyn had a suggestion that we might think of recognizing energetic committee members. It was thought that we could publicize such recognitions in the papers, and possibly acknowledge them at a special general meeting, such as the holiday meeting. Routine Business - VMICC General meeting agenda for September 15, 2003 meeting. Bylaws presentation by Allison Jones, including answering of questions, but no outright discussion. Discussion of NERO Possible presentations from King County Noxious Weed Control person and Vashon Island Heritage Assoc.
