Vashon-Maury Island Community Council Approved Minutes of the Board February 6, 2006 Present: Joan Sells, Jack Barbash, Mark Meyers, Marilyn Omey, Robin Hess, Jim English, presiding, Jean Bosch, recording Guests: Bong Sto Domingo, Vickie Mercer, Tom Bangasser Treasurer’s Report: none Announcements: * March 14 is the election date for the Parks District and the School District levies * Feb 13: Metro meeting to discuss route changes etc * Feb 15: Ferry tariff hearings High School 6:30 * Feb 16: South Sound Ferry Advisory Council, Southworth Public Comment: Tom Bangasser broached the idea of a “superdistrict” for Vashon. More information at the upcoming Board retreat. Routine Busines: Agenda for upcoming community council meetings: 1. Jack requested ample time in April for Earth Day topics. 2. Feb 20 Meeting: * College not ready to make a presentation * Julia Larson 15 minutes * DDES code enforcement 10 minutes * Bike safety 15 minutes Motions: Land Use and Natural Resource Committee requests endorsement for the Island Center Forest Draft Site Management Guidelines (online at dnr.metrokc.gov/wlr/lands/natural/island-center-forest.htm) motion appended. Board Action Items: 1. Retreat Feb 11 Jim will re-send invitations and telephone committee chairs in hopes of increasing participation. Agenda to contain time for discussion of the role of the community council and inactive committees. 2. Election in November: Robin requests we ensure that all polling places recognize the right of VMICC to have ballot boxes on the premises. Always confusion on this issue, but VMICC has permission from King County for this practice. Discussion: * Very impressive presentation by Vickie Mercer at KC Council Town Hall Transportation Meeting. Thanks to Vickie for her work. * Chamber of Commerce holding a Transit and Transportation Summit April 24 &25, to reflect a commercial standpoint on these regional issues. Invitation only. * Motion made and passed to allocate $200 for public flyers announcing the Feb 15 ferry tariff hearings. Committee Updates: * Economic Committee: membership, role, structure and activities of this committee are changing. Will discuss on Saturday at the retreat. * Sustainable Practices: Working to include DDES land use notices on the Vashon Map. May need $400 for bridge software. Jack to investigate possibility of Parks District staff time to update this information quarterly. Appendix: Motion to Community Council to Support the Draft Guidelines for Island Center Forest. Whereas King County has acquired the former 200 acres of DNR lands on Vashon to be managed as working resource lands: and Whereas 80 acres of forest land currently managed by King County Solid Waste Division will serve as buffer land; and Whereas 83 acres purchased by Vashon-Maury Island Land Trust as ecological lands are both adjacent to the former DNR land; and Whereas a group of interested representative Island citizens has been meeting for nearly two years to develop management guidelines for these lands as a single unit; and Whereas these Islanders have deemed it important that Islanders continue to have input into how these lands are managed; We ask the Vashon-Maury Community Council to formally acknowledge these guidelines and endorse their acceptance by the King County Department of Natural Resources and Parks.
