A. The May 20, 1996 meeting of the VMICC was called to order at 7:38PM, Bill Tobin presiding. B. The Treasurer reported ending balances of 710.46 checking, 814.97 savings, 102.36 sister community, and 744.05 S.O.S. C. The President recognized several guests, including Dave Foster, Karen Coe, and Jennifer Belcher. D. Karen Coe, who represents our section of the County's unincorporated areas, announced that her area had been made smaller, still including Vashon. Contact her at 296-3325. E. The KC Council is expected to pass recognition of Vashon and other unincorporated area community councils on Tuesday. F. There will be a second Sensitive Areas Ordinance workshop June 3, 6:30PM at the High School. G. Enid Dolstad's April motion endorsing permit parking for residents of North End walk-in houses was brought forward for debate. 1. Rapid increases in commuter parking have combined with added County parking restrictions have eliminated all parking spaces convenient to the walk-ins north of the ferry dock. 2. The County is hesitant because there is no resident-only parking anywhere else in the County's jurisdiction -- Fauntleroy parking is City of Seattle, not King County. 3. The proposal would not eliminate any existing commuter parking, but would create new parking by removing unnecessary County "No Parking" signs. 4. The motion was called and passed. a. Eagle Scout Candidate Sean Harken presented a survey of waterfront road ends on Vashon/Maury Islands, indicating which road ends are currently treated as public property by neighbors and which are treated as private. 1. The County owns many road ends but does nothing to maintain most of them as public property. Some have been unused for so long there is doubt about their legal status. 2. Many road ends have been closed off by neighboring property owners, but the Lake Washington String of Pearls park project demonstrates that public access can be reasserted through legal action if friendly measures do not work. 3. David Vogel introduced a motion requesting King County to fund surveying and marking of public road ends on Vashon/Maury Islands. I. Jennifer Belcher, Warren Warfield, and Ben Cleveland discussed forest practices on Vashon. 1. The volunteer program on Vashon is intended to be a model for enlisting public assistance in monitoring and enforcing proper forest practices. 2. There is a new phone number, 1-800-942-1430, for passing questions or complaints to the volunteers. All volunteers will get the messages from the line daily. 3. Volunteers will also help review pending permit applications on the Island, helping make sure that permits accurately describe the property involved. a. Off-island permit reviewers may not know of the presence of smaller streams, wetlands, or other sensitive areas, and may approve permits that should be denied or modified. b. Island volunteers provide input but DNR still makes the final call and provides enforcement. 4. The long-promised Memorandum of Agreement between DNR and King County regarding Areas Likely to Convert is effectively dead. a. DNR enforces but does not write forest practice rules. b. Jurisdiction over conversions out of forestry is ambiguous. c. DNR has no legal authority to delegate its authority. d. Chances of Legislative clarifications are slim unless prior consensus is reached among loggers, environmentalists, counties, Indian tribes, and relevant state and federal agencies. J. Char Bennett, one of VMICC's representatives on the Public Health and Safety Network, has resigned. See Pat Britz or Bill Tobin regarding finding a replacement. K. The new Firearms Use Committee has met once. Fish & Wildlife will be at their next meeting. L. Several motions prepared by the Safety Committee were delivered in writing, but formal introduction of these motions was deferred until June. The motions concern safety issues at various intersections, and the Tahlequah parking lot. M. The Chamber of Commerce requested interested parties to become involved in two upcoming issues. 1. There will be a review of parking and traffic in Vashon. A meeting will be held in June. Contact Jay Becker for more information. 2. On October 26 there will be a Community Improvement Summit Meeting to discuss long-term goals for community activities. N. A petition was presented by persons seeking a review of the placement of a paroled sex offender next to Chautauqua. 1. The parolee has been classified as a Class 3 sex offender, one who poses a significant risk of re-offending in the community at large. No other Class 3 offenders are registered on Vashon, though there are lower-risk 1 and 2 offenders. 2. The parolee is reported to have a history of stalking children. 3. The parolee's location is just a few hundred feet from the unfenced school district boundary. 4. It is claimed that the parolee may have misled parole officials regarding his proximity to the school. 5. Neighbors claimed that the parolee is already violating the terms of his parole, specifically a curfew. 6. A meeting is scheduled with parole officials, police, school district representatives, and others to discuss and re-evaluate the placement of the parolee next to the school. 7. A motion was introduced that the VMICC "Request reassessment of the placement of a paroled sex offender next to a public school, and appoint Safety Chairman Prle Mack to represent the VMICC at the upcoming meeting regarding this parole decision." a. As the meeting is scheduled before the next General Meeting of the VMICC, it was moved that the motion be granted emergency consideration, since it would otherwise be moot. b. Precinct Representatives in attendance approved emergency consideration of the motion. 1) Aye 7 Nay 0 Abstain 0 c. Discussion on the motion weighed the parolee's rights to privacy and the threat of reoffending. 1) Several speakers expressed concern at the appearance of railroading the parolee, who was not present to support his side. 2) Many speakers agreed that the location of the parolee was inappropriate because it is so close to an unfenced schoolyard. Some location elsewhere on the island or in town would be preferable. 3) It was argued that the parolee should be released to a location where entering school property would be visible from public property. The current location requires only a short walk in the woods, not visible from the school, other houses, or any public street. d. The motion was called and passed. 1) Aye 21 Nay 0 Abstain 3 O.
