Minutes of the October 20, 1997 General Meeting of the Vashon-Maury Island Community Council 1 1. The meeting was called to order at 7:30PM, Craig Beles presiding. 2. The Treasurer reported balances of $107.33 checking, $2468.88 savings. 3. The President recognized guests including Dow Constantine, Greg Nickels, Sgt. Ray, and Karen Ko. 4. Kathy Hall and Doug Johnson presented handouts and took questions on the Metro Transit 6-year plan. Additional handouts will be available at the library. 5. Stefanie Hawks presented information on the adopt-a-beach program for beach stewardship. a) The Puget Sound 2100 program seeks volunteers to act as stewards for all beaches in the county. Stewards would perform at least quarterly beach surveys and cleanups. b) This is a voluntary program. They would appreciate private property owner participation as stewards of their own beaches. c) New volunteers will be trained December 13, time and location TBA. 6. Anne Herfindahl presented an update on the siting of cell towers on the island. a) A new trial date of February 16 has been set. b) The Medina lawsuit is finished - Sprint withdrew. c) The Island suit does not seek a ban on towers, but a denial of one contested permit, and future compliance with existing laws by DDES in the issuance of new permits. 7. The Land Use Committee reported on the revised County grant request for study of septic systems in outer Quartermaster. The language of the proposal was completely rewritten, eliminating unrealistic talk of forced compliance within six months, and instead calling for voluntary education and assistance. 8. Dan Chasen presented an update on the status of the Ground Water Advisory Report to King County. a) The plan was finished in 1996 after more than ten years' work, then sat without action at the County until it was transferred to a different County Council committee in October 1997. b) The Executive staff sought to weaken the plan by changing "shall" to "should," making compliance optional. c) The best security for island water supplies is a local ground water management district, which if approved by voters would use island-only taxes to fund island-only ground water protection. 9. The Public Safety Committee reported continued progress on issues including the North End holding lane revision, fog line "button" installations, and intersection revisions at the top of Monument Road and where Pt. Robinson Road turns off of the Portage- Dockton Road. 10. The Land Use Committee reported progress on the Portage Restoration proposal with King County, postponement of county staff efforts to repeal the Community Plan, and the possibility of more public input into the Traffic Needs Report, which currently lists many unpopular and/or low priority items. 11. The Motion to request the County to require a full Environmental Impact Study for any expansion of the LoneStar gravel pit was brought forward for debate. a) There was no opposition. b) The question was called and the Motion passed. i) Aye 27 Nay 0 Inappropriate 0 Abstain 1 12. Jake Jacobovitch made, and Fred Hansen seconded, a Motion that the VMICC propose creation of a flag for Vashon/Maury Islands. 13. Adjourned.
