Minutes of the Governance and Policy Committee, May 13, 2002 The Governance & Policy Committee met on Monday evening at 7:30 PM at the McMurray School Library. Subjects discussed included some minor bylaw changes where the present wording is inconsistent and possibly misleading. Article IX, Section 3, in particular will be addressed with a suggested bylaw change. The Gov & Policy Committee will present the proposed change to the Board and to the VMICC general meeting at the August meetings of each and will then be voted on at the November general meeting. Article IX, Section 2 also has a minor wording change only to clarify the meaning. A suggested bylaw change will also be presented in August for a November vote. No further action taken regarding the suggested election procedures for board members. The options previously mentioned such as: Handle the election of board members as it was done in November 2000. Hold elections at the November Community Council meeting in November and only those attending will vote. The third alternative of having King County help with the election process was deemed to be too costly and since our elections take place at the same time as the countywide elections, King County staff probably would not be available to help us. Sample bylaw amendments to be proposed at the August meeting by the Gov & Policy Committee are set out below: It is hereby proposed that the VMICC bylaws, Article IX, Section 2, second sentence be amended to read: The vote on the proposed bylaw amendment shall occur at the next regular general meeting in April or October but no sooner than three months from the submission of the proposed bylaw amendment to the council. It is hereby proposed that the VMICC bylaws, Article IX, Section 3, be amended to read "The Governance and Policy Committee" in lieu of the present Rules and Gov, etc. It is hereby proposed that the VMICC bylaws, Article VI, Section 2, be amended to add: Such elected officers shall assume their duties at the December Community Council meeting.
