VASHON MAURY ISLAND COMMUNITY COUNCIL GOVERNANCE and POLICY COMMITTEE DRAFT MINUTES: 4/19/05< span style='mso-tab-count:1'> The meeting was called to order by chair Robin Hess at 7 pm in the McMurray school library. Also present were Melvin Mackey, Ray Mielbrecht and Marilyn Omey. The committee went down the list of priorities established at the prior meeting on April 5th. The first was the issue of addressing “political activity.” The following draft statement was agreed upon: Add a sentence to the VMICC Operating Policy dated 5/19/97, fourth paragraph, so that it will read: “Limit the issues brought to the VMICC to those that affect the entire community. Avoid private concerns unless they have broad community implications. Avoid partisan political activity that supports or opposes individuals for public office or that supports or opposes one or more political parties while excluding others.” The committee then reviewed the issue of unexcused absences by Board members from board and general meetings. The following draft statement was agreed upon: Add a sentence to the VMICC General Meeting and Board Operation Policies dated 5/18/98, first paragraph under “Board Operations” so that it will read: “Board members are expected to attend both Board and Council meetings. The Board may establish attendance requirements, violation of which is cause for removal according to the Bylaws, Article V, Section 7.” The current Bylaws stipulate that policies are subject to approval at a general meeting (Article V, Section 4 – e.) Policies for committees were discussed with the goal of simplifying them. Ray Mielbrecht will review the committee policies and report to the next meeting. There was also some discussion about clarifying voting procedures at general meetings, particularly “abstentions’ and “ not appropriate for the Community Council.” It will not be known until the deadline of June 20th whether or how many proposed bylaws amendments there might be.
