Vashon Land Use & Natural Resources Committee Mtg Minutes for July 15, 1999 Members present: John Gerstle, Gardner Perry III, Sharon Price, Carol Salkind, Anne Woodward. Others: Jacqui Pegues John presided over the meeting since Laura Wishik has gone to Guatamala to adopt a baby and will not return for at least two months. The letter Laura received from King County Executuve Ron Sims was circulated thanking her for the Committees participation in the KC Docket process. It was agreed that at the forthcoming VCC meeting on July 19, we would propose a friendly amendment to the motion introduced by Laura at the last VCC meeting. The "friendly" amendment (see below) was agreed at the Committee meeting on June 30. It will be stated that the Committee had agreed to present the objectives but had not yet agreed on the means. There are five objectives in this amendment. Each will be voted on separately. It was agreed that John will introduce the motion and present the first objective (limit population...) together with possible means and with pros and cons. It will be explained that the Committee intends to work with Ron Simms staffer Lori Grant, to find politically doable methods to implement these objectives, if approved at the July 19 meeting. It is expected that Jake will then take questions before calling for a vote. Sharon has agreed to be the presenter for the second objective (housing for low to moderate income) using the same format. For the third objective ( amend Town Plan...) John will first ask Dave Vogel and Keith Putnam if either would be willing to be presenters. For the fourth objective (reduce development in high recharge areas) Lorin Reinelt will be asked to be the presenter. For the fifth objective ( protect fish and wildlife) Rayna Holtz and Jack Barbash will be contacted. Motion to the Vashon-Maury Island Community Council Whereas Vashon-Maury Island is designated a Rural area under the Growth Management Act and Whereas a Rural area is supposed to have a low density of development, and Whereas the rate of population growth on Vashon-Maury Island exceeded King Countys twenty-year growth target in the first five years, and Whereas at the present rate of growth there would be 22,000 residents on Vashon by the year 2012, and Whereas King County Water District 19 has concluded that if it is unble to supply sufficient water for future development of the town of Vashon, and Whereas individual wells and septic systems increase the risk of contaminating the acquifer, and Whereas the lack of affordable housing is the most important social problem on Vashon, according to a recent poll of over 400 island residents, Therefore, The Community Council authorizes the Land Use and Natural Resources Committee to work with the King County Year 2000 Comprehensive Plan team on the following objectives: 1. Limit population on Vashon-Maury Island to a level that is consistent with a rural community and supportable by a rural level of services. 2. Provide housing for people of low to moderate income. 3. Amend the Vashon Town Plan to make the zoning consistent with the water supply. 4. reduce development in high and moderate recharge areas to protect ground water resources. 5. Protect fish and wildlife habitat. The Land Use & Natural Resources Committee shall make any amendments coming out of this process available to the public, hold public meetings regarding them, and provide the amendments and a summary of public comments for review and approval by the full Community Council.
