NEXT MEETING: WED., AUG.18, 7:30 AT CHATAUQUA PURPOSE OF THIS MEETING: DISCUSS THE CURRENT POLICY STATEMENTS RELATED TO THE 4 OBJECTIVES AND DECIDE WHETHER TO SUBMIT AS THEY STAND, CHANGE, OR DELETE ANY OF THE PROPOSED AMENDMENTS The following proposed amendments for the 4 objectives were approved by the attendees. Objective: Limit population on Vashon-Maury Island to a level that is consistent with a rural community and supportable by a rural level of services Current Policy: R-107- King County should monitor the the quantitiy and quality of the water supply for the Vashon Community Planning area, along with building permit and subdivision data and reassess the Vashon Community Plans allowable growth capacity, if warrented. If new information indicates an immediate and severe water shortage, the County should apply a complete moratorium on construction of new dwelling units while it updates the Vashon Community Plan and Area Zoning. Proposed Amendment - King County should monitor ...If new information indicates an immediate and severe water shortage in a water service area, the County must apply a complete moratorium on construction of new dwelling units in that service area while it updates... Objective: Provide Housing for People of low to moderate income KC is considering the following code change: No accessory dwelling units in rural, agricultural or forestry zones. This change would not impact B&Bs. 1st Proposed Amendment - Accessory Dwelling Units shall be allowed in rural zoning. The number of people in the dwelling shall be limited by County guidelines for income of renter, cost of rent and the availability of water and sewage treatment. Notes- (1) KC has commented that medical hardship is covered under a different part of the code. (2) See related proposed amendment #2 for protecting ground water resources. we omitted farm workers, elderly relatives, and child care givers as being too limiting 2nd Proposed Amendment - A subdevelopment of five or more residences (apartments or detached housing ) shall be required to provide one additional dwelling that would be affordable to low income families (as defined by King County for Vashon) for each five residences in the subdevelopment. Objective: Reduce development in high and moderate recharge areas to protect ground water resources Current Policy: R-205A: For Vashon Maury Island a residential density of 1 home per 10 acres shall be maintained on existing areas... and may be applied to areas identified as highly susceptible to ground water contamination or reduced recharge in a ground water mgmt plan with which KC has concurred. 1st Proposed Amendment - For Vashon-Maury Island, a residential density of one home per 10 acres shall be maintained on existing areas... and shall be imposed on all areas identified as highly susceptible to ground water contamination or reduced recharge in the current Vashon-Maury Island Ground Water Management Plan.(omitted 1998 and as submitted by King County) 2nd Proposed Amendment - No accessory dwelling units [which effectively double the allowable density of new development], except for those allowed for medical hardship, shall be allowed in high and moderate recharge areas for sole source aquifers. . 3rd Proposed Amendment - The Public Benefit Rating System (PBRS) shall be available to provide tax relief to landowners who agree to forego development in sole source acquifer regions where the property has been identified as highly susceptible to ground water contamination or reduced recharge in the current Vashon-Maury Island Ground Water Management Plan.(omitted 1998) Objective: Protect fish and wildlife habitat Current Policy NE 504: As part of King Countys basin planning process , King County may adopt vegetation retention goals for each drainage basis in the Rural Area. These goals should be consistent with Policy R-216. The County should explore incentives and regulations to attain these goals, and the County should monitor their effectiveness. Proposed Amendment to NE 504: [add ] On Vashon-Maury Island, King County shall establish vegetation retention requirements for the drainage basins of the two known salmonoid-beaaring streams, Shinglemill and Judd, and for the drainage basins of any other streams that are later identified as salmonoid habitat
