VCC Land Use & Natural Resources Committee Meeting - August 18 Attendees: Jim English, John Gerstle, Jacqui Pegues, Gardner Perry, Carol Salkind, Mark Salkind, Nancy Silver, Ron Turner and Anne Woodward Nancy Silver discussed earlier developments and the current application by Robert Terhune III for a subdivision - Vashon Meadows, a 12 lot subdivision on 11.56 acres on the west side of Vashon Highway, just north of the Lutheran Church. Nancy has filed an appeal and attended the pre-hearing conference on August 11. According to the application, sewer service will be provided to each lot, approximately 6 acres of open space/sensitive area will be set aside and public water service will be extended to 8 lots with the other 4 lots to be served by an on-site well. ( The agreement between King County Water District 19 and Terhune has not yet been signed.) Lot sizes will vary from 12,730 to 21,100 sq feet. The site is zoned R-1-SO (1 dwelling unit per acre). The appeal is based principally on four issues. (1) The site is a headland for the Ellisport Creek basin. (2) The wetlands serve as a significant recharge and slow release site helping to retard runoff for the surrounding area, already prone to drainage problems. (3) The subdivision and street layout with 50% clearing is not in keeping with the neighborhood character guidelines of the Vashon Town Plan or environmental guidelines of the Vashon-Maury Island Ground Water Management Plan. (4) Vashon Highway is a principal arterial and is supposed to have a 70 foot width. The Vashon Meadows plan calls for only a 50 foot width. The final hearing will be on Tuesday Oct 5 at 9:30 am in Seattle at the Bank of California Building. Nancy urged people to attend. John said that a motion containing the proposed amendments to King County Comprehensive Plan 2000 was made at the August 16 VCC meeting. The amendments will be voted on individually at the Sept 20 VCC meeting unless the Council decides to hold a special meeting. Ron and others commented that the biggest problem with King County is lack of enforcement, not regulations. John will prepare hand-out material giving the background, the amendments, and public comments made organized as pros and cons. Anne, Jacqui and Gardner agreed to review a draft of the material before the next Land Use meeting. Anne noted several meetings of interest coming up. (see below) Gardner said that King County has not yet incoporated any of the citizen suggestions with regard to the Site Alteration Ordinance.
