Minutes Land Use & Natural Resources Committee Meeting - April 19, 2000 7:30 pm McMurray School Library Land Use Committee attendees:, John Gerstle(Chrm), Fred Hansen*, Donna Klemka, Lorin Reinelt, Devon Rotter, Michael Rotter, Carol Salkind, Mark Salkind, Anne Woodward*, and Susan Oxholm (KC Water & Land Resources Division) * Member of VMI Community Council Surface & Ground Water Management Program Susan said that while the KC Council has not made a final decision on the extension and fee rate structure of the Surface Water Management (SWM) Program, she is beginning to set up a Community Advisory Committee (CAC) for the SWM Program and for the Stewards . It was generally agreed that the CACs should be broadly representative of the Vashon community. It was noted that in the final Vashon-Maury Island Ground Water Management Plan recommended that there be a core committee of nine members constituted by representatives of one each from the Ground Water Advisory Committee, KC Dept of Natural Resources, the islandbs water purveyors, the residential well users, the Vashon Community Council, the Vashon Chamber of Commerce, business owners, commercial agriculturists, and a Vashon environmental organization. Susan said she would check the enabling ordnance and email Land Use Committee members the provisions relating to citizen advisory committee roles and responsibilities. Susan said Councilmember Irons directed that the SWM rate structure be reviewed and that incentives be sought for fee payers to reduce their effective impervious surface area and that all non-residential/commercial parcels that had fees over $85 are being re-measured. Michael commented that water collection/retention fixes are not cost prohibitive. Arsenic and Lead concerns Susan asked, in light of KC Dept of Health concerns about the recent findings of high levels of lead and arsenic on the island, is it appropriate to spend some SWM money on testing water from Class A and B water purveyors. (It would cost about $11,000 to test the Class A systems and about $24,000 to test a representative number of the 150 or so Class B systems. ) The Committee said that there is already a lot of data available and suggested that the County look for gaps in the data first. Lorin suggested that well owners should pay a nominal fee for testing. SWM Code Enforcement There was further discussion on the new enforcement officers that would be hired for the SWM Program. It was generally agreed that we should ask the CAC to have an educational component included in the enforcement mission and to encourage the code enforcement inspectors to educate as well as enforce. It was felt that the educational component would help build bridges to the island community. Sharon Nelsonbs program of offering education on septic systems was cited as an example of how useful such programs can be. In light of the illegal dumping often seen along less traveled roads, there were suggestions that the educational program should bring attention to the recyling program at the transfer station and the availability of a free toxic dump. Other suggestions were to get the water purveyors involved and have the hardware stores offer less toxic alternatives and have more toxic waste days. Since people are sometimes caught dumping illegally, community service should be offered/required instead of fines. 4(d) rule Impact Mark briefly discussed his experience with the Corp of Engineers who had recently rescinded two permits relating to the new sewer project and the impact that the National Marine Fisheries Service plans and the government guidelines, called the b4(d) ruleb, for protecting salmon were having. Mark was subsequently verbally told the project may get approval after the risks of the failing treatment plan were pointed out. Mission Statement The Community Council asked that we provide a committee mission statement. Anne thought it already existed and would look for it. Short Reports We received no news on the proposed trail corridor ordnance prior to the meeting but on the following day Tom Fitzpatrick sent an email saying tha a final draft is hopefully at the Prosecutor's office for review; if all goes well the Executive will send it back to Council by about May 1, at which time KC will also broadcast the revised version of the ordinance to us and the general public. Tom will also do a progress report for the CAC and other stakeholders next week. Dan Carlson wrote that the Maury Regional Park Plan is moving up on the Councilbs agenda with a first briefing before Larry Phillipbs Natural Resouces, Parks and Open Space Committee.
