VMICC Land Use & Natural Resources Committee Meeting October 17, 2001 at McMurray School Library Attendees: Amy Carey, Enid Dolstad, John Gerstle (Chmn), Joel Kuperberg, Billy Plauche, Lorin Reinelt, Carol and Mark Salkind, Jack Stewart, and Katy Vanderpool ( Watershed Steward, King County Water & Land Resources Division) Discussion with Katy Vanderpool Katy, who was recently appointed the Steward for Vashon, has conducted about a dozen interviews so far with representatives of business, environmental and other community interests to better understand our aquatic resource issues. One of her main projects is the Ellisport Creek/Tramp Harbor clean up of contaminated soils and restoration of habitat. This project, started by Ann Spiers and RaynaHoltz, is being done in partnership with the US Army Corps of Engineers, the Vashon Park District and the VMI Land Trust. She is currently trying to coordinate the necessary Agency agreements needed to continue moving forward. Another capital improvement project is the former Johnson property and pond (Vashon Park District land) where a planting project will be done in December. The capital improvement project associated with the Grand Canyon on Shinglemill Creek is on hold pending an agreement with an currently unwilling land owner. Katy is also helping to get funding for the Washington Trout culvert work. Suggestions were made as to how to best provide information and accountability to the Vashon Community on these projects as well as enforcement issues. Katy was asked to include budgetary data so that there is visibility of where fee revenues collected from Vashon are spent (similar to what Susan Oxholm reported to the Community Council last summer). These suggestions included several presentations per year to the Vashon Community Council, reports to be provided to the Community Council and library, letters to the editors of our two newspapers, flyers for ferry riders, and refrigerator stickers with reference phone numbers. Katys responsibilities also include responding to citizen complaints regarding protection of aquatic resources including septic, surface water and erosion issues. King County Solid Waste Division Site The committee briefly discussed if Community Council action was needed on the King County 80 acres parcel east of the Transfer Station. Since there is now a rough agreement between the KC Solid Waste Division,who would retain ownership, and the Vashon Park District, who would manage the property, to develop a plan for use of the property for trails, open space, etc with a subsequent public input process, the Committee did not see a need for VMICC involvement at this time. Next meeting Please note there will not be a November meeting. Tentatively, the next meeting will be at 7:30 pm on December 19 in the Mc Murray School Library, but only if issues arise that require Community Council action.
