Land Use and Natural Resources Committee Minutes for Wednesday, May 15,2007 Land Trust Building 7 00 p.m. The meeting was called to order by Susan White. Those present were: Paul Reitenbach, Michael Angelo Masi, John Gerstle, Edith Ulatoski, Tom Dean, Bob Powell, Tom Beal, Donna Klemka, Hillary Emmer, Maeve Lambert, Yvonne Kuperberg, Betty Capehart, Tom Terry, Buzz Blick, and Annen Yousoufian. Paul Reitenbach, Senior Policy Analyist and K.C. Comp Plan Project Manager from DDES was ihtroduced. He briefly described the process for review ofthe Comp Plan. Technical corrections are done on an annual basis. Every fourth year a major update is done. The next update will be completed in 2008. The Public Review Draft will be ready in September of2007 and public meetings to discuss the changes will be held in November. The Shoreline Management Plan will be reviewed at the same time and updated. Zoning change requests by individual property owners may be accomplished by using the Docket Process. Because it is complicated and easily misunderstood, the attached pages from King County will explain it better than these notes can .. The status of the K2 property was discussed. There was a request for a change from industrial zoning to one that would allow for use as senior housing or low cost housing. There is no public sentiment on VMI for such a change. The vision is a multi use facility incorporating public, private and non-profit enterprises. Financing the project is the real issue; not only the purchase, but the conversion and maintenance. Mr. Reitenbach encouraged the Island to work on a plan and he would help formulate the proposal for submission to VMICC and thence, on approval, to King County. Affordable housing was a central issue in the meeting. Most questions involved rezoning available land for higher densities, water availability and the need for King County and Public Health to accept innovative solutions to the present problems. Land in the town of Vashon is available with water shares but present zoning prohibits residential building at the necessary densities. Also the water requirements per household place an almost insurmountable restriction on any such enterprise. It is felt that the housing for seniors and people who work in the town area needs to be located where people can walk to work and transportation is not a problem. The questions are: how to do it; and how to pay for it? Mr. Reitenbach felt that this is an Island-wide issue and could possibly be accomplished in a long term plan. It would take an area rezoning study or sub-area study. Perhaps it could be in the 2012 Plan if the Growth Management Plan would permit it. The blessing of King County would be necessary. Mr. Reitenbach was also asked if King County would facilitate the project for Habitat for Humanity involving the construction of 18 units. Once again, water requirements are the problem. Coordinating the responses of different agencies to issues seems to have been difficult in the past and has been a cause for concern. Mr. Reitenbach assured us that all the various agencies are involved and talking to each other. John Gerstle presented Mr. Reitenbach with the Ground Water Protection Committee unanimous recommendations for the KC Comp Plan. Please see attached copy.
