941219.txt Minutes of 12 Dec 1994 VMICC Meeting A. The December 19 meeting of the VMICC was called to order at 7:41PM, Pres. Bill Tobin presiding. B. New board members were introduced. C. The minutes were approved as read, except that exact wording was requested for the motion regarding the Miller property road changes. D. The treasury report was presented, and a request was made for greater detail in future reports. E. Several public announcements were made. 1. All motions are to be presented in writing on a new prepared form so that we do not have to track down exact wording later. Beginning with tonight's motions, all motions will be available for review whether they pass or fail. 2. The Outreach Bulletin is to be available electronically: give your email address to jputnam@eskimo.com 3. The Senior Center's $10,000 grant for the Time Out Program was approved for the 1995 budget. 4. Nominations are open for Precinct Reps -- contact Carolyn Smith. 5. A variance hearing for the Dockton Fire Station remodel will be held 23 Jan 95, 9:30AM, DDES Bellevue. 6. Pat Britz will host a design meeting on the second phase of the Citizens Action Grant 5 Jan 95. F. Craig Beles summarized politicking surrounding the County's Community Council Ordinance, concluding with the Executive Order on Community Councils to be signed 20 Dec 94. 1. The Governance Strategies Committee's continuation is to be taken up in January. There is no apparent opposition to putting it under the VMICC. G. Michelle McFadden discussed corrections, changes, and appeals to the new Comp Plan and Zoning. 1. Submit corrections and requests early to avoid last-minute amendment confusion. 2. Avoid partisan rhetoric -- stay issue oriented. 3. Maps are not final yet. 4. She cannot say yes or no on appealing, but can lay out basic issue: a. Is the Plan out of compliance with the GMA? b. Amendment process will not be defined until June. 5. Vashon's proposed amendments were dropped. 6. Zoning maps were put off until January. H. Laura Wishick presented objections to the Plan and Maps. 1. "Environmental Restraint" rquirement for 10-acre zoning may upzone much of our 10-acre zoning to 5-acre zoning. a. Camp Sealth is mapped at 5-acre zoning instead of forest. 2. The growth target of 300-500 households by 2012 may be a GMA violation. 3. Note: there is a 20-acre "farm & forestry" zoning category. I. A motion was made by Laura Wishick and Seconded by David Vogel to appeal from the Rural Growth Target, R-205 and R-206 of the KC Comp Plan. 1. It was moved, seconded, and voted to suspend the bylaws for emergency consideration. (12-0-0) 2. The Motion was approved unanimously. J. Monty Bridges presented information on the Social Services Network in preparation for the nomination of three representatives. 1. The Network is to empower the community to oversee and control social services spending of all kinds. 2. Vashon has been recognized as a separate geographic area with its own Network. 3. Nominations were taken, and a written ballot was used to select the three nominees. K. Pat Britz presented a report from the Transportation and Public Works committee. 1. "Save Our Slip" money has been put under VMICC control with stipulations. 2. ISTEA money may be available for the Heights staircase improvements. 3. A traffic survey is needed. 4. The State UTC has been contacted about pay phone problems and 911. a. Jay Becker reports an upgrade will begin this year. L. A motion was made and seconded to oppose clearing and condemnation proceedings at the Miller site, and that the County consider VMICC proposed alternatives. 1. Craig Beles moved, and was seconded, that the motion be considered an emergency. Approved 12-0-0. 2. The motion was approved by unanimous voice vote. M. The results of the ballot for Social Services Network nominees were announced. N. The VMICC broke for Committee work at 9:33PM, and adjourned some time later.
