950116.txt 16 Jan 1995 Minutes A. Meeting called to order at 7:34 PM on January 16, 1995; 25 people in attendance. B. Minutes were presented in writing, with corrections to be submitted in writing after the meeting. C. Prior to the Announcements, a call was made to pay dues to Jim Garrison, Treasurer. Dues are currently $3 per person, and are voluntary. If you have not paid yet, please do so as soon as possible. D. Several Announcements were presented: 1. The exact details of the Tribal Shellfish settlement are still pending. 2. Emma Amiad presented a letter endorsing moving the Saturday Market to Ober Park. a. A Motion was introduced by David Vogel "To endorse moving the Saturday Market to Ober Park as recommended by Emma Amiad's letter." Seconded by Marian Fitch. 3. The zoning variance hearing for the Dockton fire station remodel will be held 1/23/95. a. A Motion was introduced by Keith Putnam, stating that, "The Community Council has no zoning objections to the Fire Department Conditional Use Permit application." Seconded by Marian Fitch. 1) Because of the hearing date, it was moved, seconded, and agreed by the Precinct Representatives present to suspend the bylaws and vote on the Motion at the current meeting. 2) The Motion was passed: 17 yea 0 Nay 3 Abstentions 4. Laura Wishick announced that the Comp Plan appeal was to be filed 1/17/95. E. Clifford and Eileen Freed requested Communtiy Council support for vacation of a dedicated but unconstructed road on their property. 1. A motion was introduced by Clifford Freed that "Clifford and Eileen Freed move that the Community Council endorse the vacation petition of the Freed's on their property at 9315 SW Summerhurst Rd." Seconded by David Vogel. F. Jim Garrison discussed fundraising and use of funds. 1. The Sister Communtiy group wants $100 of the funds they deposited with the Communtiy Council, in order to buy a microscope. 2. There is a possibility of funding through the County's executive order on Community Councils. 3. There should be an organized review of all methods of future fund raising. G. The SW 103rd & Vashon Highway SW (Dean Miller property) condemnation was discussed by Mark Madden of King County, Prle Mack representing the Safety Committee, and Keith Putnam representing the Land Use committee. 1. Mark Madden announced that after an on-site inspection with about 20 people, it was agreed to first attempt an improvement in sight distances through clearing underbrush without removing the major landscaping. This may include transplanting the old Rhodies. H. Laura Bienen of the Land Use Committee Forestry section discussed the new ownership of the Lost Lake property. A Taiwanese group has purchased the 190 acres. 1. Pat Lawler said that the new owners were real estate developers, not loggers, and their intent is to develop the property as real estate. 2. A motion was introduced by Laura Bienen to contact the new owners and express the Community Council's interest in the future of the property as a caommunity natural asset. Seconded by Craig Beles. I. Derek Poon discussed the status of the DNR/King County Memorandum of Agreement on forestry practices. 1. The MoA is undergoing final editing. The deadline for adoption is now March 1, 1995. 2. The central question remains enforcement: will violators be penalized or not? 3. There is to be a Landowners Incentives Program in 1995 with public outreach to coordinate enforcement policy. J. Pat Britz noted the Vashon Elementary School Survey of Interest -- see her for details. K. At 9:15 the Community Council broke for Committee Meetings. L. At 9:30 the Community Council adjourned.
