950417.txt 17 Apr 1995 Minutes A. The April 17, 1995 meeting of the VMICC was called to order at 7:30. B. The Minutes of the March 20, 1995 meeting were presented in writing, with corrections solicited through the end of the meeting. C. Treasurer Jim Garrison reported ending balances of $792.23 savings, $290.26 checking, and $722.45 in the Save-Our-Slips account. D. Several general announcements were presented: 1. Voluntary dues donations, $10 per year, are payable at any meeting. 2. An Emergency Preparedness presentation from the Red Cross is being planned. A meeting will be held on May 3 to discuss this. The tentative date is May 26, but the final schedule will be sent to the Beachcomber. 3. The Ferry Advisory Committee will meet April 18 at Ober Park. E. Reed Fitzpatrick introduced, and Mark Salkind seconded, a motion "That the VMICC reconsider the purchase of surplus land by King County Fire District 13 at Vashon Heights, because of Federal, State, and King County wellhead protection program watershed protection." F. Keith Putnam introduced, and Judith Tobin seconded, a motion that the VMICC "Approve sale of King County property referred to as the Berry Gravel Pit to an adjoining private land owner." G. Information was presented regarding the Andrew Will Winery Administrative Conditional Use Permit application on Bank Road. (For details, contact the VMICC Land Use and Environment Committee.) 1. The proposed winery has applied as a cottage industry under the County Zoning Code Title 21 (not the newer 21A). 2. It is expected that a Declaration of Non-Significance will be published next week, followed by a 15 day appeal period. 3. A Conditional Use Permit will probably be issued after May 10. 4. No public hearing is required unless and appeal is filed. H. Mary Gallagher Dilly introduced, and Priscilla Beard seconded, a motion that "the VMICC oppose the operation of a winery on SW Bank Road." I. Richard Bard introduced, and Kris McClusky seconded, a motion "that the VMICC support the efforts of Andrew Will Winery to establish itself as a cottage industry on Vashon." J. Mary L. Robinson introduced, and someone seconded, a motion "that the VMICC sponsor application for funds from King Co. Arts Commission for a sitting place on U.S. Bank property [which] may involve a number of components including landscaping and site furnishings, hand crafted by an island artist or team of artist/designer, which reflect island values and history." K. From 8:10 on, the meeting was devoted to presentation of information on Metro/KC unincorporated areas governance. 1. Bill Tobin introduced Maggi Fimia from the County Council, Terry Mark from KC Human Services, and Dow Constantine from Greg Nickels' staff. 2. Maggi Fimia and Terry Mark presented and discussed Gary Locke's Citizen Participation Initiative Executive Order. a. The information and a questionnaire has been mailed to hundreds of islanders -- please return the survey with comments. L. Shortly after 9:00, the meeting was adjourned for committee work.
