A. The October 16, 1995 meeting of the Vashon-Maury Island Community Council was called to order at 7:32PM, Bill Tobin presiding. B. The Treasurer reported ending balances of $396.06 checking, $802.81 savings, $732.31 S.O.S., and $111.24 Sister Community. C. Several general announcements were presented: 1. Nominations for the VMICC Board elections are still open: call Carolyn, 463-2004 2. VMICC General Meetings will be held at Chautauqua Elementary beginning next month. 3. Committee and Subcommittee yearly reports are due November 1. 4. The October 18 Candidate & Issues Forum has been cancelled. 5. The second School Board Candidate Forum will be 7PM on October 23 at the High School. 6. The VMICC Safety Committee meets the second Thursday of every month, next meeting November 9, 10:30AM, at the Fire Station Safety Building. 7. The League of Women Voters will sponsor a discussion of Ref. 48 at the library on October 25. 8. The DNR Forest Practices Site Review will be the 28th, not the 20th. D. The Motion that, "The Community Council is opposed to any further guardrailing by the County on the Island without prior consultation with the Community Council and its Traffic Safety Committee" was brought forward for debate. No opposition was expressed, and the motion was put to a vote and passed. 1. Aye 39 Nay 1 Abstain 4 E. Maggi Fimia, Michelle McFadden, and Juan Koto appeared to discuss existing King County services offered on Vashon, other possible services, and the Citizens Participation Initiative. 1. Councilwoman Fimia began by thanking Pat Britz for her long involvement in passing the CPI and recognition of Community Councils, then outlined three aspects of the CPI: a. Official county Service Centers will be set up to provide decentralized services in many areas, starting at the Lake Wilderness center, but not on Vashon for the forseeable future. These centers provide permitting, access to records, etc. b. Existing Community Councils will be recognized after they file applications, and will receive better information flow. Nobody has been recognized yet: will Vashon be first? c. The County will appoint official liasons for specific geographic areas to provide referrals and assistance in dealing with all County agencies. 2. Separately from the CPI, there is a new junked car ordinance before the County Council that will simplify the condemnation and towing of junked cars on private property. 3. Michelle McFadden asked for a discussion of what additional services were wanted on Vashon. a. Pat Britz noted that we already have a police clerk, probation officer, concealed weapons permits, fingerprinting for the school district, DDES, Health Department, etc. at the Courthouse Square facility. We had a Service Center before they were invented. b. Suggestions for additional services included: 1) A return to State Patrol visiting drivers license services. 2) Access to County computer records: permits, title, assessor's records, etc. 3) Access to files on pending permit applications (such files are now kept only in Bellevue, so nobody knows what's in them, and whether they need to appeal or comment). 4) On-island Child Protective Services staff to eliminate weeks-long delays in follow-ups to calls. 4. Michelle McFadden noted that the County is working to provide access to their GIS, giving graphical access to maps and records -- contact Mike Huddleston for more information. F. David Vogel, Keith Putnam, and KC Planner Jan Briggs presented a summary of the changes envisioned in the new Vashon Town Plan, which has been in-process for three years and is now before the KC Council's Growth Management Committee. 1. Most of the island was down-zoned after the Carr water study in the mid-'80s showed that there was not enough water to support 1981 zoning densities. The town plan was not changed at that time. 2. Most island water providers have moratoria on new hookups because of lack of capacity. 3. The County advertized for, and appointed, the Town Plan Committee over two years ago, asking the Committee to develop new zoning for the town of Vashon. 4. This is separate from the simplification of zoning categories that changed all island zoning at the beginning of 1995. 5. The new Town Plan allows more business and industrial zoning in the Town Plan area, from Kingdom Hall to Center, but reduces the housing densities allowed in much of the rest of the Town Plan area. a. There was not enough commercial and industrial zoning to allow for continued growth of on-island employment, and much of the existing industrially-zoned land had sensitive areas limitations, especially wetlands. b. It is still important to have small, affordable, higher-density housing within walking distance of town. The densities in the 1981 plan, however, would put 2000+ new housing units in the town of Vashon, far beyond water and other services' capacities. 6. The new Plan also recognizes what used to be non-conforming business uses by changing the zone to reflect existing uses, e.g. L.S. Cedar will become a conforming use under the new zoning. G. There were widespread complaints that some property owners had not received any of the numerous mailings from the County during the planning process, so that these land owners' first notice was the final notice of a proposed zoning change under the new plan. Other property owners said they had received the notices and taken part in the many public meetings. 1. Emma Amiad and David Vogel both stressed that the Town Plan Committee was still willing to take input from property owners in the Town Plan area, and changes are still possible. 2. Philosophical objections to the plan as a whole should be taken to the County's Growth Management Committee hearing or the final hearing before the King County Council.
