A. The November 20, 1995 meeting of the Vashon-Maury Island Community Council was called to order at 7:40, Bill Tobin presiding. B. The Treasurer could not report as he was at home with new twins. C. The winners of the Board elections were introduced: Pat Britz, Bill Tobin, Jim Garrison, David Vogel, Marian Fitch, Marian Calhoun, Josh Putnam, Gardner Perry, and Craig Beles. D. Several general announcements were presented: 1. The State Ferries will have an announcement posted at the Harbor Mercantile in Burton when the Tahlequah ferry is not running. 2. There will be a large green space at the new Tahlequah parking lot, possibly to include park facilities. 3. Vashon's police clerk was pulled despite opposition from the Communtiy Council and Councilman Greg Nickels, but will be reinstated, dates not yet known. 4. Metro will continue using Windmill Street in Dockton without improvements since they did not find any practical alternative. 5. Crosswalks and other pedestrian improvements are ongoing in the alley behind the Pharmacy and at the Vashon Post Office. 6. Despite rejection of most appeals of the Comprehensive Plan, Vashon's main appeal, of 5 instead of 10 acre zoning, was resoundingly approved. E. Mark Madden, Franco Fernandez, and Jan Klippert of King County Public Works joined Pat Britz in discussing ongoing projects on Vashon. 1. Stripes will be laid down representing future sidewalks and curbs in Vashon to give the planned street improvements a dry run. 2. There was some question of a bypass or changing the four way stop to a stop light, with much opposition from the public. A light would eliminate all congestion, but also increase speeds through town and make people wait when there was no ferry traffic. a. Would a human traffic director solve the problem? 3. Jan Klippert is investigating changes on the North End hill to resolve conflicts: we need holding for ferry traffic, a traffic lane, and room for pedestrians on the shoulder. F. Ted Bell of the Washington State Ferries presented a summation of planned dock repairs at the North End in mid-February. 1. The West Slip is deteriorating rapidly and must be repaired as soon as possible. This will mean 18 days' closure while new steel is installed. 2. Environmental regulations make steel contruction preferable to creosoted timber. G. The selection process for the Dept. of Natural Resources Ombudsman volunteer position on Vashon is underway with more applications than expected. H. The By-Laws Committee presented revised By-Laws for the Communtiy Council, highlighting major changes designed to meet County recognition requirements and improve the functioning of the Council. 1. Pat Britz moved that the VMICC accept the revised and amended By-Laws. I. There was discussion of applying for official recognition as a Community Council. This requires filling out paperwork and amending the By-Laws. 1. Is it worth the paperwork? What are the benefits? We would have an official role in County processes, not just our current advisory role. a. Pat Britz moved that the Council apply for official status. J. An emergency motion was introduced to convert two county staff positions currently assisting Vashon to Community Service Representatives. This changes the part of the budget they are funded under, and makes their purpose of assisting us official. 1. The motion to suspend the By-Laws was approved by Precinct Representatives 9 Aye 0 Nay 1 Abstention. 2. The main motion was passed 20:0:2 K. David Vogel discussed the status of the Vashon Town Plan. 1. The Plan died in committee without a vote -- it was not voted down as had been incorrectly reported by one County Council member. 2. Greg Nickels may put the Plan before the whole County Council despite the Committee's inaction so that it could be passed this year. 3. David Vogel introduced a motion, "That the VMICC urges the King County Council to enact the Vashon Town Plan as recently amended by the Town Plan Committee." a. The motion to suspend the By-Laws passed 11:0:0. b. The main motion passed 26:0:1. 4. The King County Council will have a meeting to discuss the Vashon Town Plan on December 11. L. The meeting adjourned at about 9:45.
