A. The December 18, 1995 meeting of the Vashon Maury Island Community Council was called to order at 7:40. A quorum call revealed too few people in attendance to allow voting on motions, so all motions scheduled for December will be voted in January. B. The status of the Town Plan was discussed by those who had attended County hearings. 1. A Motion was introduced by Marian Calhoun that the Community Council send a letter to the King County Council requesting that agendas for public hearings should be reasonably short, to avoid the common problem of excessively long meetings. a. Many present commented that the current hearing structure effectively disenfranchises most County residents by preventing any reasonable working person from staying long enough to both testify and observe the Committee's or Council's final actions. While the public officials can suspend their hearings to order pizza, the public are not so fortunate. C. Greg Nickels' office has supplied gun control petition requirements to Island groups concerned about widespread recklessness during the recent hunting season, including trespassing with guns, shooting too near to houses, shooting on public trails, etc. If successful, a petition drive could establish no-shooting areas where all shooting would be prohibited. D. There will be a meeting to discuss the groundwater plan January 27, 10AM to noon. E. The apparent success of the plan to rescue Island Manor was discussed by several people involved in the process. It appears there are enough guarantors to fund the proposal, though additional funding is still welcome. 1. Laura Wishik introduced a Motion that "The Vashon Community Council supports Vashon Island Community Care in its work to save the Island nursing home." F. The Safety Committee presented its recommendation that the VMICC request a traffic engineering study of the main intersection in Vashon to allow consideration of possible improvements. 1. There was much discussion of traffic lights vs. other forms of controls, and some interest in the idea of having a human direct traffic for a trial period to see what controls congestion best without sacrificing safety or rurality. 2. A motion was proposed, but not submitted in writing, requesting the study. G. A Motion was introduced by Alice Larson that the VMICC request a small grant from Greg Nickels' office to allow for centralization of VMICC records and facilities. H. A motion was introduced by Jay Becker that the Community Council support the concept of chip-covered non-motorized trails such as the proposed one along side Bank Road from 107th to Agren Park suggested by the Horse Association in its letter of Dec. 14. 1. It was suggested that the proponents of the trails check what language on trails is already included in the Community Plan. I. The meeting was adjourned shortly before 9:30.
