A. The April 15, 1996 meeting of the Vashon Maury Island Community Council was called to order at 7:30PM, Bill Tobin presiding. B. The Treasurer's Report showed balances of 813.37 savings, 720.46 checking, 103.66 Sister Community, 741.82 S.O.S. C. There were several announcements of general interest. 1. The Ferry Advisory quarterly meeting will be held 4/16, 6:30PM, at Chautauqua. 2. The Guardrail & Non-Motorized committee is forming -- contact Shelly Carbury, Sharon Danielson, or Jan Klippert. 3. The Firearms Use Committee is forming, almost complete. Contact Bill Tobin, 453-3147. 4. The Chamber of Commerce is organizing new signs for Island destinations. D. The Motion to recommend that the County postpone action on the Mullet Subdivision pending clarification of 10 acre zoning was brought forward for debate and passed. 1. Aye 28 Nay 0 Abstain 8 E. The Motion that the VMICC not support vacation of a portion of Division Street was brought forward for debate and passed. 1. Aye 21 Nay 4 Abstain 11 F. The Motion that the VMICC not object to vacation of a portion of Priest County Road was brought forward for debate and failed. 1. Aye 13 Nay 16 Abstain 12 2. Note that this is not equivalent to a motion opposing vacation: the VMICC now has no position for or against the proposed vacation. G. Doug Johnson and Dianne Harper presented information on the ongoing Metro Six-Year Plan. Regionally, the main focus is on improved service outside downtown Seattle and greater service between outlying areas. 1. Local planning for Vashon will begin in 1997, take about one year for planning, then be forwarded to the County Council. 2. Plan documents are available at the Vashon Public Library. H. John Affolter and others presented more information on the Public Health & Safety Network's draft report. 1. Network members explained that their procedures were set forth by the legislation establishing the Networks. 2. The eventual outcome will be coordination of all social services on the island. 3. Three main focuses are substance abuse, abuse and neglect, and domestic abuse. I. Alice Larson presented a written response to the draft report, criticizing the report's lack of backup documentation, statistical analysis, summaries of information, and other features usually found in community needs assessments. 1. Many speakers defended the Network's less rigorous approach, focusing on the importance of consensus and cooperative work. 2. Other speakers questioned the lack of reporting to the Community Council since representatives were selected in December of 1994 -- why was the VMICC not kept abreast of Network developments during more than a year of work? 3. A copy of the draft report should be available at the Library. J. Owners of several walk-in homes at the North End presented their problems with finding on-street parking and a proposed solution. 1. Previously available on-street parking traditionally used by walk-in homes in the area has been eliminated by County road work or filled by commuters because of inadequate commuter parking. 2. The County has agreed that some areas where on-street parking is currently illegal may be suitable for a limited number of parking spaces. The homeowners would like these spaces to be made available for residents through a permit system for walk-in houses. 3. This would not take away any existing legal parking spaces for commuters or other residents, and would provide approximately one parking space per walk-in house. 4. Enid Dolstad introduced a Motion "That the VMICC support the establishment of parking by permit at the bottom of the hill at the North End for 3 vehicles of 3 residences west of the Ferry Dock as requested at the April 15 meeting." a. As the motion is not of an urgent nature, it will be on the agenda at the next General Meeting of the Vashon Maury Island Community Council. K. Adjourned.
