A. The August 19, 1996 meeting of the VMICC was called to order at 7:40. B. Gardner Perry, the new Treasurer, reported balances of $660.76 checking, 818.13 savings, 746.94 S O S, 99.75 Sister Community. C. A number of announcements of general interest were presented. 1. Please submit any comments or ideas to the Policy & Bylaws Committee as soon as possible. 2. Please volunteer or nominate someone for the Election Committee ASAP. D. Kurt Triplett, Dee Butler, and Steve Call of King County presented a summary of the Executive's proposed budget, with significant cuts in many areas to close a $23-30 million dollar deficit out of a total budget of around $2 billion. 1. Most of the County budget is dedicated funding that cannot be cut or transferred. The operating budget is only $374 million this year. 2. The County is facing higher mandated costs without added funding from the state. 3. The County is losing significant revenues from areas escaping County control through incorporation -- this eliminates most of the County's share of sales tax in those areas. E. A number of Motions were brought forward for debate. Most were relatively non-controversial and attracted little debate. 1. The Motion to co-sponsor a Summit Congress on October 26th, along with the Chamber of Commerce, passed: 15 Aye, 0 Nay, 6 Abstain. 2. The Motion to co-sponsor a traffic flow and parking study attracted opposition from people who disliked the growing scope of the study and the likely support for traffic bypasses around Vashon, among other reasons. Supporters noted that the Motion was essentially moot because the study would go ahead anyway, and suggested cosposnsorship would be polite. a. The Motion failed 0 Aye, 6 Nay, 14 Abstain. 3. The Motion to oppose a change in the King County Charter to make the Sheriff an elective office drew widespread support, since the position is a technical administrative one and the majority of voters in King County are served by urban police forces, not the Sheriff, for routine police work. a. The Motion passed 12 Aye, 0 Nay, 10 Abstain. 4. The Motion to develop on-going liasons with other UACs, especially North Highline Area CC, passed: 20 Aye, 0 Nay, 1 Abstain. 5. The Motion to request KC Roads to provide for traffic safety at the new Tahlequah Park-N-Ride passed: 19 Aye, 0 Nay, 1 Abstain. 6. The Motion to complete formation of a Guardrail & Trail Committee passed: 14 Aye, 1 Nay, 6 Abstain. 7. The Motion to request KC Roads to study potential bicycle hazards where cars cut inside corners near Cunliffe Rd, Landes Corner, and Pohl Rd. passed: 23 Aye, 0 Nay, 1 Abstain. 8. The Motion to request KC Roads to expedite safety improvements at SW 204th/ Ellisport Rd & Monument Rd and at SW Pt Robinson Rd/ Dockton Rd. intersections passed: 23 Aye, 0 Nay, 0 Abstain. F. David Vogel introduced a Motion requesting King County to enforce existing its billboard ordinance with respect to advertisements proliferating along Island roads. 1. This has been requested in the past but enforcement had been suspended pending legal reviews. G. The Firearms Use Committee presented a written report on resolving conflicts and concerns during hunting season. 1. The Committee requested King County vigorously enforce existing laws on firearms and trespass, but did not request any additional restrictions or changes in hunting regulations. 2. Public education will include newspaper articles on existing regulations and the posting of public lands. H. Keith Putnam proposed four new Motions on behalf of the Land Use Committee. 1. These motions are of a new, experimental format. In each case, the VMICC is requested to Support, Take No Position On, or Oppose an applicant's request. 2. This is not a formal system in our bylaws as yet, but duplicates the function of three separate motions, one to Support, one to Take No Position, and one to Oppose, a particular proposal. As such it is primarily a simplification of the voting process. 3. A vote to Take No Position is equivalent to never having voted for or against a proposal, and as such is not the same as an Abstention. A person voting to Take No Position is affirmatively stating that the VMICC should take no position on a particular issue, while an Abstention may mean the member does not feel adequately informed on an issue, has no personal preference on an issue, or is prohibited from taking part in an issue because of conflict-of-interest rules. 4. The motions presented by Keith Putnam request the VMICC to decide its positions on, or take no positions on: a. A four lot subdivision, County file L-96S0023. b. A reduction in shoreline setback, County file L-96SH025. c. Fire District 19's efforts to obtain site approval for a future fire station on the north side of 232nd St, about 1000 feet east of Old Mill Road. d. A request to purchase tax title lots 23-26, Block 17, Tacoma yacht Club Park. I. The Meeting adjourned at 9:30 PM.
