Mission of the Transportation Committee
To make a positive contribution to the Vashon Island Community by providing education, practical guidance, timely responses and accurate information to island residents and to State legislators, agencies and County agencies regarding transportation issues through meaningful advocacy and communication.
The Transportation Committee is looking for people interested in the following areas:
- PO boat issues and representation in a focus group regarding PO boat schedules and input;
- South end ferry issues;
- Bus connectivity/service issues off island;
- Bus connectivity/service issues on island;
- Road and parking improvements/project input;
- Car ferry general issues:
- General legislative issues
- Surveys
- Getting information out to island residents thru emails, fliers , etc;

Activity of the 2008 State Legislature
The Washington State Legislature omitted wording in ESHB 2358, signed into law by Gov. Gregoire on May 15, 2007, that would have required the Transportation Commission to consider reasonable fares for ferry commuters when revising the ferry tariff structure.
The same Legislature has refused to reinstate this wording, via HB 2718, which states that the Transportation Commission “shall consider the desirability in setting reasonable fares for persons using the ferry system to commute daily to work and other frequent users who live in ferry dependent communities.”
Certain legislators have been able to obtain a public hearing on this bill by agreeing to a weaker version stating that frequent user rates “may be" considered in setting aforesaid tariffs.
Without this legislation, the Transportation Commission is free to pursue a plan to discontinue frequent-user fares and to charge higher tariffs for traveling during peak periods, an extortive measure to penalize those who are unable to change their work or school hours, medical appointments, and such.
The Legislature, WSF, and the Transportation Commission have totally disregarded and continue to disregard the threat to the economic viability of ferry-dependent communities and those relying on them for essential services.
The Vashon Maury Island Community Council Transportation Committee states its support for HB 2718 as originally introduced on January 16, 2008.It further states its opposition to any consideration of changes in frequent-user tariffs by the Transportation Commission or Legislature without full public hearings.
Additionally, we want to support the following bills and ask you to write your support for these measures:
HB2453 would end “lockout” periods, which occurs when a car pass is scanned. It blocks out use of the pass, which residents have paid for in advance, so that others in the family cannot use it.
HB 2454 is aimed at reducing ferry fared. The bill would triple the amount of Washington State’s fuel tax devoted to the ferry system to increase that allotment to 1 cent of the current tax. It would not have any impact on the fuel tax itself. That would remain the same. The additional resources would be used to reduce fares.
HB 2455 prohibits expiration dates on prepaid, multi-use ferry passes. WSF gets the money up front, the interest, to pay their costs while we lose our hard-earned money because of an arbitrary expiration date.
HB 2451 would create a state ferry commission, similar to but separate from the state transportation commission. The bill sponsor, Sherry Appleton (D- Poulsbo) states the ferry commission would address “everything from safety issues to route-setting and fare decisions,” comprised from ferry-using counties. It could give them the kind of focus a statewide transportation group really can’t be expected to have.

Passenger Only Ferry Survey Results
The committee carried out a survey of Passenger Only Ferry users on May 11, 2005.

Island Wide Transportation Needs Survey
The committee has been working with a number of volunteers to create
and implement a survey of islanders to answer a number of questions
about island transportation needs. The survey was carried out from
September 16 through the 20th.
