Dockton Seawall Project Motion  8/17/2009   
WHEREAS: King County is proposing to take action to maintain, expand, modify or eliminate that portion of Dockton Road immediately north of the portage between Vashon and Maury Island;
WHEREAS: King County has asked for inputs from islanders on what they want done with that portion of the road;
WHEREAS: A small group of Islanders has been working with King County to develop choices and recommendations;
WHEREAS: The vast majority of those people who will be affected by the choices and recommendations are unaware of the nature of any recommendations to King County, including the majority of residents on Maury Island who will be most affected;
WHEREAS: The ultimate decision by King County will have a number of issues that will directly affect residents who live on Maury Island and indirectly affect many who live on Vashon as well;

THEREFORE: To help preclude misunderstandings such as those related to K-2 and the Vashon Library, it is moved before any proposals or recommendations are made from Vashon to King County regarding work on Dockton Road, that those proposals or recommendations be submitted to the VMICC for approval at a general meeting. It is further moved that the appropriate department of King County be notified that no recommendations regarding Dockton Road construction or reconfiguration from Vashon should be accepted until approved by the VMICC in writing.

Board Authority Motion  8/17/2009   
WHEREAS: The well being of Vashons residents are directly tied into an effectively functioning ferry system;
WHEREAS: The current system continues to be in jeopardy due to the failure of the Washington State Legislature to provide adequate long term funding and, therefore, proper funding for construction of a ferry fleet that will adequately meet the long term needs of Vashons residents;
WHEREAS: Ferry funding, boat construction and fare policy and reservation issues will be considered by the Legislature and the Washington State Transportation Commission in its 2010, 2011 and 2012 sessions;
WHEREAS: Based on past experience, discussions and actions by the Governor, Transportation Commission and the Legislature are often conducted or directed with very short notice to the general public, thus limiting effective responses to ferry related matters by Vashons residents;
WHEREAS: It is in the interests of Vashons residents to focus on specific island needs as well as coordinate Vashons ferry related efforts with other members of the Ferry Community Partners and recognize this takes time if ferry users in the Puget Sound Region are to have maximum impact on ferry issues;
WHEREAS: The Car Ferry Sub-Committee (aka Ferry Advocacy and Outreach) of the Vashon Maury Island Community Council s Transportation Committee is continuously informed about ferry related issues that could affect Vashon and the Puget Sound Region and keeps the VMICC Board informed on a real-time basis;
WHEREAS: It is extremely difficult, when faced with very limited response times, sometimes one or two days, in which to address ferry related questions or issues raised by State authorities that could affect the majority of Vashons residents, when even using the existing emergency motion process can take up to a month;
WHEREAS: Precedence has been established through VMICC approval on resolutions and documents related to WSF ferry issues, such as the position paper, letters to the Governor, WSF and other state officials and agencies that support the well being of Vashon residents and businesses;
THEREFORE: It is moved that the VMICC Community Council recognize, once and for all, the importance of an effectively functioning ferry system to Vashons residents and the need for rapid response to issues that can adversely affect the services provided by that system and authorize the VMICC Board to act on behalf of the Community Council without the need to bring every proposed action before the Council. The authority to act would be based on the following conditions:
  1. The matter(s) or issue(s) is/are urgent and delaying approval until a normal Community Council meeting will adversely affect Vashons ability to coordinate actions with other members of the Ferry Community Partnership and/or to provide Vashon specific positions to the Legislature, Washington State Ferries, the Transportation Commission, the Governor and/or to King County officials.
  2. The matter(s) or issue(s) is/are studied and approval is recommended by a majority of the Transportation Committee, or in the absence of a quorum of that Committee, the Car or Passenger Ferry sub-committees, as appropriate.
  3. The matter(s) or issues(s) is/are approved by a super-majority (two thirds) of the VMICC Board.
  4. That this exceptional authority be granted until it can be appropriately reflected in the VMICC By-laws.
  5. That this authority be examined by the VMICC general meeting membership after the 2010 Legislative session to confirm the issues are still valid so that authority can be either terminated or extended for a stipulated time.

It is time to have the Vashon Maury Island Community Councils website upgraded. I move that we spend up to $3,000 to meet these needs.

King County Ferry Support  8/17/2009   
WHEREAS: King County is the official government body responsible for overseeing unincorporated Vashon and Maury Islands (hereinafter referred to as "Vashon," " Vashon Island "or "the Island");
WHEREAS: Vashon Island is a true island and is the only community in King County that is totally dependent, economically and physically, on an effectively functioning ferry service;
WHEREAS: Vashon's current Car ferry service continues to be in jeopardy due to lack of long term funding and fleet capabilities;
WHEREAS: Long term funding and fleet size and makeup are dependent on positive actions by the Washington State Legislature;
WHEREAS: The State Legislature will be in session early in 2010 and it is highly probable the subject of funding and ferry fleet size and capabilities will be raised and addressed in the forthcoming Legislative session;
WHEREAS: King County, as Vashon's governing entity, has previously been requested to provide car ferry assistance to Vashon, such assistance has occasionally been informally from a few individuals but not formally from King County as the Island's governing body. WHEREAS: King County has a lobbyist working for King County in Olympia who could be great value in supporting Vashon's efforts to continue quality ferry service to the Island;

THEREFORE: It is moved that the Council approve the attached letter formally requesting King County generally support efforts to obtain long term funding and adequate ferry fleet size and capabilities and specifically by providing Vashon a point of contact within King County on ferry issues, designating a King County representative to the Ferry Community Partnership and making the services of the County's lobbyist available to assist Vashon's Car Ferry Sub-Committee to enhance its efforts to ensure sustainable long term ferry service to the Island.

Septic Solutions Motion  1/18/2010   
Vashon-Maury Island Community Council Septic Solutions Committee

Motion: Moved, that the VMICC General Council adopt the following: Recitals: " The Public Health-Seattle & King County (PH-SKC), Board of Health adopted an On-Site Septic System Management Plan incorporating input from the Septic Solutions Committee of the Community Council in June 2008; and, " The On-Site Septic System Management Plan designates a Marine Recovery Area (MRA) in accordance with RCW 70.118A for portions of Vashon-Maury Island along the west side of outer Quartermaster Harbor and five locations along the East Passage, all of which adjoin prohibited or unclassified shellfish harvest areas; and " Property owners within the MRA are being asked to have their On-Site Sewage System (OSS) inspected by a Licensed Maintainer to determine if the system is functioning properly (not in failure) and prepare a record drawing of the OSS if same is not already on file with PH-SKC; and " The MRA requires that when an inspection by a Licensed Maintainer finds that an OSS is failing, the property owner is required to repair or replace the OSS system, or implement another approved method of wastewater treatment for the property by July 1, 2012; and " All property owners with an OSS in the MRA are required to annually inspect OSS function after July 1, 2012; and " The On-Site Septic System Management Plan calls for a collaborative strategy working with property owners to achieve the goals of the Marine Recovery Area and representatives of Public Health-Seattle & King County have been working with the Septic Solutions Subcommittee as partners in their efforts to implement the MRA; and " The Septic Solutions Committee would like to define a set of principles to help guide the MRA implementation effort: Therefore, the VMICC adopts the following: Principles: 1. Homeowners in the Marine Recovery Area are good citizens and want to do the right thing regarding Puget Sound water quality. 2. There is a technical solution for every property. 3. If a septic system is not failing, no repair shall be required, even if the system is non-conforming. 4. The Health Department shall not deny a repair request for a property simply because the original septic system was not permitted or cannot be proven to have been permitted. 5. The Health Department shall make its best efforts to provide financial assistance to homeowners for septic repair. 6. On applications for repair that are rejected, the Health Department shall provide detailed comments describing why the application was rejected. 7. The Health Department shall provide technical assistance to homeowners in selecting and installing septic systems when requested. 8. Once a survey of the MRA is completed, the Health Department shall develop a set of templates for repairs based on the types of circumstances the survey reveals. 9. The Health Department shall actively assist homeowners in locating septic designers familiar with the designs generated by the Health Department templates.
